COLLABORATIVE GOVERNANCE DALAM PEMBANGUNAN PROGRAM STUDI DI LUAR KAMPUS UTAMA UNIVERSITAS NEGERI SURABAYA DI KABUPATEN MAGETAN

Abstrak

Collaborative governance is a collaboration that involves more than one stakeholder in carrying out a program or policy with a commitment to help and cooperate with each other. The Government of Magetan Regency cooperates with State University of Surabaya to help overcome the human resources problems of Magetan Regency through improving the accessibility of universities. In this collaboration, it carries the Study Program Outside the Main Campus (PSDKU) of Unesa Magetan Campus. The purpose of this study is to determine the implementation of collaborative governance between the Government of Magetan Regency and State University of Surabaya in an effort to improve the quality of human resources through the development of PSDKU Unesa Magetan Campus. Guided by the theory of Schottle, Haghsheno and Gehbauer (2014) who say that long-term compromise in the form of autonomy, cooperation and collaboration consists of Willingness to compromise, Communication, Commitment, Mutual trust,  Transparency / exchange of information, Knowledge sharing,  Willingness to take risks. The research method is descriptive with a qualitative approach. The data collection uses interview, observation and documentation techniques. The results of this study show that communication relations in a wider scope are still missed. So based on the results of the research above, it can be concluded that the collaborative relationship established between State University of Surabaya and the Magetan Regency Government of the Unesa PSDKU Magetan Campus can be said that so far there are still inhibiting factors in communication indicators.
