This study discusses the rational choices owned by each applicant regarding the activation of Digital Population Identity (IKD). The research location is in the public service of Driyorejo District, Gresik Regency. This study uses the theory by James S. Coleman about rational choices as a grand theory and bureaucratic behavior by Max Weber as a supporting theory. Descriptive qualitative was used in this study to obtain clear and in-depth data from informants. The findings of this study indicate that each applicant has a rational choice based on different preferences, including applicants who are willing or refusing to activate. The preferences in question, such as fulfillment of needs, job demands, and ownership of resources. What is meant is the need for bank management, smartphone ownership, and digital knowledge. The organization that handles it, namely public services in Driyorejo District, is also discussed. The bureaucratic behavior of service officers is an aspect that is discussed.
