IMPLEMENTASI PROGRAM SAVE OUR STUDENT DALAM UPAYA MENEKAN JUMLAH PELANGGARAN LALU LINTAS PADA PELAJAR KOTA SURABAYA

Penelitian ini bertujuan untuk menggambarkan tentang implementasi dan tingkat keberhasilan program Save Our Student oleh Satlantas Polrestabes Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengambilan data dilakukan dengan wawancara, observasi dan dokumentasi. Informan penelitian dipilih dengan teknik judgement sampling yaitu seorang informan dipilih berdasarkan pertimbangan orang mana yang layak untuk dijadikan informan. Penelitian ini juga melibatkan informan Kanit Dikyasa dan anggota tim Save Our Student yang menjalankan program Save Our Student tersebut. Hasil penelitian menunjukkan bahwa implementasi program Save Our Student dilakukan melalui dua proses. Pertama sosialisasi yang berisi materi tentang Safety Riding yang berdasar pada UU No. 22 Tahun 2009 kepada pelajar. Kedua dilakukan penindakan kepada pelajar yang melakukan pelanggaran lalu lintas melalui operasi rutin yang dilakukan oleh Satlantas Polrestabes Surabaya. Dan Keberhasilan dari program ini belum dapat dikatakan berhasil karena meskipun data pelanggaran yang berasal dari Satlantas polrestabes Surabaya mengalami penurunan namun berdasarkan hasil observasi dan wawancara yang dilakukan di beberapa sekolah di Surabaya kenyataannya masih banyak pelajar yang melanggar aturan dalam program tersebut.

Abstract
The purpose of this study is to describe the implementation and success rate of the program Save Our Student in an effort to reduce the number of traffic violations in the student city of Surabaya. This research used a qualitative approach with descriptive methods. The data in this study was obtained through observation, interviews and documentation. The data analysis technique used is to reduce the data, present the data and concluded the data. Informants were selected by judgment sampling technique is one of the informants were selected based on the considerations which are suitable as an informant. This research also involved informants Dikyasa Chief Unit and Save Our Student team members who run the program Save Our Student. The results showed that the implementation of the program Save Our Student done through two process. The first socialization that contains material about Safety Riding is based on Law No. 22 of 2009 to the learner. The second is repression Socialization also made to students who violate traffic through routine operations carried out by the Traffic Polrestabes Surabaya. And the success of this program has not been successful because even though the data breaches originating from Surabaya Polrestabes Traffic declined but based on observations and interviews conducted in several schools in Surabaya reality there are many students who violate the rules in the program.
