BADAN PEMBERDAYAAN MASYARAKAT DAN KELUARGA BERENCANA (BAPEMAS DAN KB) KOTA SURABAYA DALAM MENYUKSESKAN PROGRAM KB TAHUN 2011- 2015

Abstract

The city of Surabaya is a metropolitan city. The number of residents in the city is very dense, as can be seen from the increasing number of house buildings in the Surabaya City area. Uncontrolled population density is one of the problems in the city of Surabaya. The problem is the task of Bapemas and the Surabaya City Family Planning Board. The purpose of this study was to analyze the efforts of Bapemas and Family Planning in the City of Surabaya in optimizing the family planning program in the City of Surabaya in 2011 – 2015. Qualitative descriptive method used in this study by using the basis of historical research in data retrieval. The researcher interviewed the informants from the Head of Sub-Division of Family Planning and Family Planning Field Officers; as well as documents in the form of the 2011-2015 Strategic Plan archives, work plans and annual Bapemas & KB performance reports. These data are collected into one to become a report of research results. Bapemas& KB Surabaya have successfully implemented the family planning program, this success can be seen from the increasing number of residents who are aware of the importance of family health and family planning as indicated by the increasing number of active/sustainable family planning participants by contraceptive method per subdistrict, which from 2012 experienced an increase of 3900 participants, until 2015 experienced a significant increase of 14 thousand participants through efforts to increase community participation in accordance with the theory put forward by Vaneklasen and Miller regarding community participation according to requests from external institutions (Bapemas and KB). The outreach education program on sustainable family planning and family planning for men, providing free contraceptive facilities for the poor can provide satisfaction to the people of Surabaya, not to be separated from the role of Bapemas and Surabaya City Family Planning cadres who are located in every RT, RW and Kelurahan in Surabaya City. Family planning programs planned by Bapemas and KB Surabay are in accordance with the needs of the Surabaya City Community so that the program can be accepted by the community effectively and efficiently.
