Abstract

here are 3 factors in health care providers, namely health facilities, service costs and distance. Meanwhile, the factors
influenced by the community are users of existing health services and also the social and economic status of each community.
From this, the development of heatlh facilities is considered to be one of the most important factors in an area which is
certanly formed in accordance with the conditions and demands of the community from an area. As well as the sidoarjo
regency area in the new orde era. As a result of the continued implementation of market mechanisms in the health care system.
In addition, the market system that is still being implemented has an impact on allowing private hospitals to standfrom what
was originally just a foundation, now it has turned into a pt by taking its own profits without reducing health services to the
surrounding community. Delta Surya Sidoarjo Hospital became one of the hospitalsthat was established at theend of the Orba
government (1990) which still exists and is growing over time until now.The increase in the utilization rate of patient beds shows a higher level of public trust in the Delta Surya of Sidoarjo
Hospital. As one of the hospitals that is still developing, of course, the quality of income must also continue to increase, but
along with this, expenses also increase along with the increasing value of hospital income. By cooperating with various parties
until finally the hospital is still standing today.
This research discusses (1) How the development of health facilities at Delta Surya Sidoarjo Hospital in 1990-2002; (2)
What is the effect of the establishment and existence of the Delta Surya Sidoarjo Hospital in serving the health of the
surrounding community in 1990-2002. This research uses a historical research method consisting of four stages, namely the
heuristic process, namely the collection of sources obtained from the Jagir Archives, and data from the Delta Surya hospital
of Sidoarjo that is allowed to be accessed, and others. The second stage is source criticism, namely by testing and verifying
the sources that have been obtained. The third stage is interpretation, that is, determining the interconnected facts between
one source and another that have been obtained. The fourth stage is historiography, which is the writing of historical research
results chronologically and analytically according to the research theme that has been made.
