Abstract

Sidoarjo Regency, especially in the eastern region, has a fairly large fishery potential. One of them is in Balongdowo Village, the majority of the villagers work as fishermen. Fishing community groups are often identified with a low economic level and uncertain income. This is because fishermen are very dependent on nature, especially fishermen in Balongdowo Village are unique with the majority looking for mussels, which until now have not been able to be cultivated. In addition, the social conditions of fishing communities are often identified with a low level of education. Especially with the development of industrial areas regulated in Regional Regulation Number 6 of 2009 concerning Spatial Planning for the Sidoarjo Regency, many Kupang fishermen change their livelihoods. The objectives of this study are: 1) To determine the development of the socio-economic life of Kupang fishermen in Balongdowo Village 1990-2020. 2) To find out the background of the shift in the livelihoods of Kupang fishermen in Balongdowo Village. 3) To find out the response of the Balongdowo Village community to the younger generation who are not willing to continue to be Kupang fishermen. This study uses historical research methods including source collection (heuristics), source criticism, fact analysis (interpretation), and historiography. The primary sources used by the researcher are the results of interviews with Kupang fishermen in Balongdowo Village, and newspapers such as Radar Sidoarjo and Radar Surabaya. Then the secondary sources used include books, journals, and theses related to the socio-economic conditions of the Kupang fishing community in Balongdowo Village. The results of the study show that the socio-economic life of Kupang fishermen in Balongdowo Village is still low. The majority of Kupang fishermen are elementary school graduates. The working hours of Kupang fishermen are erratic, so the income earned is also uncertain. The majority of fishing boat ownership is rented. The number of Kupang fishermen is decreasing every year, many of whom are turning their livelihoods into factory workers. Especially the younger generation, the factors of uncertain natural conditions have an effect on income which is also uncertain.
