Abstract

Airlangga was appointed King in 1019 AD with the title Sri Mahraja Rakai Halu Sri Dharmawangsa Airlangga Ananta Wikramottunggadewa. He succeeded in uniting the kingdom and lifting it from adversity, as well as improving political, economic, social and religious life. According to three inscriptions, namely the Cane Inscription of 1021 M, the Kamalagyan Inscription of 1036 M, and the Pamwatan Inscription of 1042 M, the seat of the royal government of Airlangga underwent three transfers starting from Wwatan Mas, Kahuripan and Dahanapura
This study discusses (1) Airlangga's reasons for choosing the city of Lamongan as the center of government in the 11th century (2) The policies carried out by King Airlangga while ruling in the city of Lamongan in the 11th century (3) King Airlangga's decision to divide the kingdom into two parts. By using historical research methods which include four stages, namely heuristics, criticism, interpretation, and historiography.
The results showed that King Airlangga chose the city of Lamongan as the center of government in the 11th century because Lamongan was a strategic area from an economic, political, defense and religious standpoint. In addition, they wanted to change the royal system from agrarian to maritime. During his administration, Airlangga issued 45 stone inscriptions, some of which are still in place (in situ). The results of the physical data collection of the inscriptions, the number of inscriptions that are still in place is 26 inscriptions, 4 of which are broken and broken. The policies carried out by King Airlangga during his reign in the city of Lamongan were policies in the political, economic, religious and cultural fields. At the end of the Kingdom, King Airlangga made a decision by dividing the kingdom into two parts namely Panjalu and Jenggala which aims to avoid disputes and fighting between his two children.
