Women's participation in social life and public spaces still faces various structural and cultural barriers, particularly those related to patriarchal culture, limited access to resources, and inadequate social support. In this context, women-based communities have become an important medium for encouraging women's involvement in society. This study aims to analyze the social roles of women within the Kader Surabaya Hebat (KSH) community and their contribution to the development of women's participation in Surabaya City. This study employed a qualitative approach using a case study design, with KSH as the main unit of analysis. Data were collected through in-depth interviews, observations, and documentation conducted in four districts in Surabaya, namely Genteng, Tambaksari, Rungkut, and Sawahan. The findings indicate that KSH cadres function as intermediaries between society and government in implementing social programs. Their involvement in community assistance activities contributes to building social trust, strengthening solidarity, and enhancing women's participation in social life. Through social interactions within the community, women undergo a process of identity formation as active social actors. This study highlights the important role of women-based communities in strengthening women's empowerment and supporting sustainable participation at the local level.
