Journal Policy

Kajian Moral dan Kewarganegaraan (KMKn) is a peer-reviewed, open-access scholarly journal published by Universitas Negeri Surabaya (UNESA). The journal is committed to maintaining academic integrity, editorial independence, transparency, and scholarly quality in publishing research on Pancasila moral education, citizenship education, character development, and civic competence.

All submitted manuscripts undergo an initial editorial screening to assess their relevance to the journal's aims and scope, compliance with author guidelines, originality, academic quality, and adherence to publication ethics. Manuscripts that meet these requirements proceed to the peer-review process.

Eligible manuscripts are evaluated through a blind peer-review process involving two independent reviewers with expertise relevant to the manuscript's subject area. Reviewers are selected based on their academic qualifications, disciplinary expertise, and research experience.

The review process considers originality, methodological or analytical rigor, theoretical relevance, clarity of presentation, and scholarly contributions to moral and citizenship education. Reviewers provide objective and constructive assessments to support editorial decisions and improve manuscript quality.

The final decision regarding manuscript acceptance or rejection rests with the editors, based on reviewers' recommendations and the journal's editorial standards.

Editorial decisions are classified into four categories:

  1. Accepted Without Revision: The manuscript meets the journal's publication standards and requires no substantive revisions.

  2. Minor Revisions Required: The manuscript requires limited improvements in clarity, organization, academic presentation, or specific aspects of its content.

  3. Major Revisions Required: The manuscript requires substantial improvements in its theoretical framework, research methodology, analysis, interpretation, or scholarly discussion.

  4. Rejected: The manuscript does not adequately meet the journal's requirements concerning scope, originality, scholarly quality, methodological rigor, or academic presentation.

Editorial decisions and reviewers' comments are communicated to the corresponding author. Authors are expected to address the recommendations and submit revised manuscripts within eight weeks of receiving the revision notification.

KMKn maintains confidentiality, impartiality, and scholarly integrity throughout the editorial process. Editors and reviewers are required to disclose potential conflicts of interest and conduct their responsibilities in accordance with the journal's publication ethics.

Articles

This section publishes original scholarly contributions addressing Pancasila moral education, citizenship education, civic values and participation, democratic citizenship, character education, and related social, political, legal, sociological, and anthropological issues that substantively contribute to moral and citizenship scholarship.

Submitted manuscripts must demonstrate academic relevance, originality, analytical rigor, and a clear contribution to the development of knowledge. All eligible manuscripts undergo editorial screening and peer review before a publication decision is made.

Plagiarism Policy

Kajian Moral dan Kewarganegaraan (KMKn) is committed to preventing plagiarism, self-plagiarism, duplicate publication, and other forms of academic misconduct. All submitted manuscripts must represent original scholarly work that has not been previously published or submitted simultaneously to another journal.

Authors are responsible for ensuring the originality of their manuscripts, accurately acknowledging intellectual contributions, and appropriately citing all sources. The use of another person's ideas, findings, data, or text without proper attribution is prohibited.

Similarity Screening

All manuscripts undergo originality screening using Turnitin during the initial editorial assessment. In accordance with KMKn's existing policy, manuscripts must obtain a similarity score below 20% to meet the administrative requirement for further editorial consideration.

Editorial Evaluation

A Turnitin similarity score indicates textual overlap and does not independently establish plagiarism. Editors assess the similarity report by considering matched sources, quotation practices, citation accuracy, and the context of overlapping text.

Manuscripts with similarity scores of 20% or higher may be returned for revision or rejected, depending on the nature and extent of the identified concerns. Manuscripts below the similarity threshold remain subject to editorial scrutiny and publication ethics requirements.

Author Responsibilities

Authors are responsible for the authenticity and integrity of their submissions. They must ensure that all co-authors have reviewed and approved the manuscript, all sources are appropriately acknowledged, and any required declarations concerning originality, authorship, and competing interests are provided in accordance with the journal's submission requirements.

KMKn reserves the right to reject manuscripts or take appropriate editorial action when plagiarism, duplicate publication, misrepresentation of authorship, or other violations of publication ethics are identified.
