This study aims to analyze the role of local culture in influencing community participation in the Family Planning (FP) program in Soromasen Village, North Yapen District, Yapen Islands Regency. This research is motivated by low community participation in the family planning program, which is influenced by strong traditional values, cultural norms, and the patriarchal system that persists in community life. This study used a qualitative approach with descriptive methods. Data collection techniques included in-depth interviews, observation, and documentation. Research informants were selected purposively, including traditional leaders, health workers, and the local community. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that local culture has a significant influence on community participation in the family planning program. Cultural values that consider many children a symbol of family strength and continuity of lineages are a major inhibiting factor. Furthermore, male dominance in family decision-making also contributes to low contraceptive use. However, certain cultural values have the potential to support the family planning program if integrated into appropriate outreach strategies. The conclusion of this study is that the success of the family planning program is strongly influenced by the community's sociocultural context. Therefore, a local culture-based approach is needed through the involvement of traditional leaders, increased public education, and contextual communication strategies to increase the effectiveness of the family planning program.
