PERAN ADMINISTRASI DAN ASESMEN SDM DALAM MENDUKUNG PROSES REKRUTMEN DAN SELEKSI: LITERATURE REVIEW

Rekrutmen dan seleksi merupakan fungsi strategis dalam manajemen sumber daya manusia (SDM) yang berperan penting dalam menentukan kualitas tenaga kerja organisasi. Keberhasilan proses tersebut tidak hanya ditentukan oleh metode seleksi, tetapi juga sangat dipengaruhi oleh kualitas administrasi SDM dan pelaksanaan asesmen yang sistematis. Penelitian ini bertujuan untuk mengkaji peran administrasi dan asesmen SDM dalam mendukung efektivitas proses rekrutmen dan seleksi karyawan. Penelitian ini menggunakan pendekatan kualitatif dengan metode literature review terhadap berbagai sumber ilmiah berupa jurnal nasional terakreditasi, jurnal internasional bereputasi, dan buku referensi yang relevan. Analisis dilakukan secara tematik dengan mengelompokkan dan mensintesis temuan penelitian berdasarkan peran administrasi SDM, asesmen SDM, serta integrasi keduanya dalam proses rekrutmen dan seleksi. Hasil kajian menunjukkan bahwa administrasi SDM yang tertata berperan dalam menjamin keteraturan, transparansi, dan akuntabilitas proses seleksi, sementara asesmen SDM berfungsi sebagai alat evaluasi objektif untuk menilai kompetensi dan kesesuaian kandidat dengan kebutuhan jabatan. Integrasi antara administrasi dan asesmen SDM terbukti menjadi faktor kunci dalam meningkatkan efektivitas pengambilan keputusan rekrutmen dan seleksi yang berbasis data, objektif, dan berorientasi pada keberhasilan organisasi.
Abstract
Recruitment and selection are strategic functions in human resource management (HRM) that play a crucial role in determining organizational workforce quality. The effectiveness of these processes is not solely influenced by selection methods, but also by the quality of human resource administration and the implementation of systematic assessments. This study aims to examine the role of human resource administration and assessment in supporting effective recruitment and selection processes. This research employs a qualitative approach using a literature review method by analyzing national accredited journals, reputable international journals, and relevant reference books. Data were analyzed thematically by categorizing and synthesizing findings related to HR administration, HR assessment, and their integration within recruitment and selection processes. The findings indicate that well-structured HR administration ensures orderliness, transparency, and accountability in selection procedures, while HR assessment serves as an objective evaluation tool to measure candidates’ competencies and job fit. The integration of HR administration and assessment is a key factor in enhancing data-driven, objective recruitment and selection decisions, ultimately supporting organizational effectiveness and long-term performance.
